I understand that you are unable to complete the update to iOS 8.3. It sounds to me like you have be trying to update the iPhone Operating System over-the-air. If this is the case, I would suggest reading over and working through the information and steps in the attached article.

I know you started this process because your Voicemail is not working the way you expect. If you continue to have this issue, can you give me more information as to what is happening with your Voicemail?
