If you did indeed want to create an existing Apple ID's payment info - here is a a step-by-step from a user instructed by Apple Support > Re: What do I do if I do not have a credit card - see #3 regarding the "None" choice

The page that you've posted from is for changing/removing payment details on an account.

You could see if this post by mountaingoatgirl lets you review your account without needing to enter credit card details : Re: What do I do if I do not have a credit card

If not then you will either to have to enter payment details (you should be able to remove them after entering them), or create a new account (using the instructions on the above link)

If you don't skip step #4, the instructions work just fine.
