When I try to prepare my library, it kept saying it needs more storage. I bought more storage and now I can't connect it to Photos. What's wrong??

Photos kept displaying this message and then quitting:

User uploaded file

I bought more iCloud storage, now Its displaying this message in iCloud settings when I try to connect the storage to photos:User uploaded file

I cannot open photos to choose a library because of storage, but I can't connect the storage, because in wants me to choose a library 😕 How can I solve whats going on?

You need to answer the questions léonie asked for us to help you. Where exactly is your iPhoto Library located? For instance, is it in your Pictures folder on your startup disk or on an external drive? How much free space is there on that drive? How is it formatted?

This has nothing to do (yet) with the amount of iCloud storage you have available. You can't use it for your iCloud Photo Library until Photos has migrated your iPhoto library into its own Photos Library & you designate that as the System Photo Library.

But there is no point in discussing that until we are sure your Photos Library has been created.
