Where is the library located, that you want to migrate to Photos? Is it on an external drive or in you rPictures folder?

If on an external drive, how is the drive formatted?

Photos needs storage on your Mac to migrate your  iPhoto library or Aperture library tot the new format.  How much free space do do have?

shut down and reboot - hold down the option key and launch Photos and choose the correct library from the resulting window

This didn't work. The problem is that my iCloud storage is not connecting to photos.

I'm wanting ta transfer my pictures from iPhoto to Photos. I have 196gb available on iCloud, but it won't let me connect that storage to photos.

You need to answer the questions léonie asked for us to help you. Where exactly is your iPhoto Library located? For instance, is it in your Pictures folder on your startup disk or on an external drive? How much free space is there on that drive? How is it formatted?

This has nothing to do (yet) with the amount of iCloud storage you have available. You can't use it for your iCloud Photo Library until Photos has migrated your iPhoto library into its own Photos Library & you designate that as the System Photo Library.

But there is no point in discussing that until we are sure your Photos Library has been created.

My iPhoto library is stored on my start up disk. There is no external drive.
