I am having trouble adding a new contact to FaceTime on my iPad

I have been successfully using FaceTime on my iPad and iMac. Recently I tried to add a new contact to connect with on FaceTime on my iPad. The contact has both an email address and mobile phone number, but I have no option to FaceTime him. When I try to do this on my iMac with the same contact it works. I have updated to the lated iOS on my iPad and still no luck. Any suggestions?
