Admin security on bootable drive -

I use a bootable drive with Mt.Lion OS running on it.I am trying to make changes in the network preferences to require admin authorization to turn wifi on or off (in the advanced tab).However it does not seem to take effect on the system.This option does work on the original OS on the Mac (Snow Leopard)!A forum member tried it out on an advance beta copy of Yosemite on a separate boot disk & it worked just fine! Could this be a bug? Any ideas on how I can get around this.I am basically trying to set up my iMac so internet use could be secured with a password.

I use comcast internet & connect to the modem via a wifi router.
