after recent incident with my iPad I accidentally dropped it in water, I've only had the device since December 2014. And I was just wondering can it be fixed?

Assuming nothing else is damaged, you can use AssistiveTouch to float an on-screen button that can replicate the hardware Home button with a software-based Home button.
Settings/General/Accessibility/AssistiveTouch and turn this on.
