There doesn't seem to be an option for creating legal-sized documents in Pages using an iPad. Have I missed something, or do I have to use an iMac for legal-sized documents?

No. the only page sizes available in Pages for iOS are standard US Letter and A4. However, if the file is created in another app that supports legal, it can be imported to Pages in iOS and should retain the Legal format
