If you are having an issue with being unable to make in-app purchases I would suggest that you make certain that your payment information is correct. See this article -
Change or remove your payment information from your iTunes Store account (Apple ID) - Apple Support
If this does not resolve your issue, you should contact the iTunes Store for support -
