Fullscreen video only quarter of screen

When I click fullscreen in videos the screen will go black, and then the video will move to the top left corner, roughly a quarter of the screen, not get any larger than it was already, and continue playing. Searching forums, it seems others have had this problem and I found a workaround for Chrome, but the directions seem inapplicable to Safari. Is there a way to get fullscreen videos working in Safari??

I've already attempted uninstalling flash, deleting the remnant files, and then rebooting and reinstalling Flash.

This issue has been going on for months and months, but I've installed all updates I'm aware of, so I'm not thinking it has to do with these:

MacBookPro (Retina, 13-inch, Late 2013)

OSX 10.10.3 Yosemite

Safari 8.0.6 (10600.6.3)

Flash NPAPI and PPAPI 17.0.0.188

Macbook Pro, Mac OS X (10.5.4)

Go step by step and test.

1. System Preferences > Flash Player > Advanced > Delete All

Press the "Delete All" button under “Browsing Data and Settings”.

2. Empty Caches

Safari > Preference > Advanced

Checkmark the box for "Show Develop menu in menu bar".

Develop menu will appear in the Safari menu bar.

Click Develop and select "Empty Caches" from the dropdown.

3. Delete Cookies

Safari > Preferences > Privacy > Cookies and other website data:

Click the “Details” button.

Remove all cookies except ones from Apple, your internet service provider and banks.

4. Safari > Preferences > Extensions

Turn off Extensions if any and launch Safari again to test.

Turn on those one by one and test.
