iCloud photo stream problems, deleting music from iPhone on computer, and photos not deleting after importing

HELP! I am having a hard time. My iPhone (5C) is full and I need to free up storage. I have a PC and I have imported all my photos and selected "delete after importing" but they are still on my phone. I also tried to set up iCloud, but no photos are showing up on my computer. Another way I want to free up storage is by deleting songs, but iTunes on my computer says I have way more songs than one my iPhone. Lastly, how do I make it so the "other" storage section does does not take up too much storage. If you could just answer one or all it would be helpful. Thanks!
