Organize photos for iphoto book

Once upon a time you could create an album to create an iPhoto book, organize it the way you want to use it and quickly place the photos. I make at least one book a year and this year, when I create the album and sort it by title (the way I want it to appear), create an book and select photos, they are random. I tried tagging the photos in the album and they are random.

You would think a company that pays attention to detail and is the leader in graphic design MUST have a way to do this efficiently. What am I missing.
