Unable to repair photo library message

I dragged my iPhoto library into the iCloud drive and can not access the library or open photos. I have photos on external drive back up, but is there a way i can "undo" my action?

You can not put your iPhoto library on the iCloud drive - or any cloud service including but not limited to DropBox, Google drive, Amazon , etc

Dragging it should copy it - is there still a copy on your. computer (by default it would be indoor Pictures folder)?

If there is no copy on your computer then you will need to restore your backup fro before this occured
