Apple hasn't announced a date. Speculation about unannounced Apple policies is prohibited under forum ToU.

The only thing that is official is that it will come to Canada later this year. There have been some European banks saying that they are working with Apple to bring Apple Pay to Europe in 2015 but I haven't heard anything on Australia yet.
