itune install problem HRESULT 0x80070246

I have tried to install iTunes 6464 setup on my windows 8.1 laptop and can not get past this Error message .HRESULT: 0x80070246. Can you help

iPod shuffle, Windows 8

One more update, the install gets to Publishing Product information and then stops with the error code.
