I purchased deluxe edition of Maroon 5 V but I'm not getting the extra songs. How can I re download

See if they show in the Puchased tab in the iTunes Store app on your iPad for downloading, or the Purchased link under Quick Links on the right-hand side of the iTunes store homepage on your computer's iTunes

The new songs do not show available for download. It's like they removed the September 2014 version of the album (14 songs) and released a May 2015 (16 songs) but didn't change the name.

I don't even care for the new songs, but this seems fraudulent. You can't just change an album. It should be version 2.0 or something so the consumer isn't confused by this.

Any item can be changed, or removed from the store, by the rights-holder at any time. You should be taking a back up of all of your downloads from the store
