Icloud won't finish download to Ipod Touch

I have a new Ipod Touch 64 gig model. Icloud downloaded most of my songs, but will not download 45 songs. It is as if Icloud has stalled, not reading the command to download the remaining songs. I tried three times at different WiFi sites, same results, nothing happens. I touch the little Icloud download symbol near each listed song, it turns into a circle with square in center, but there is no halo ring revealing status of download. Icloud is frozen, it seems. I have no idea how to fix this problem. Wifi is turned on. I only have a total of 360 songs, most downloaded except 45 songs are held hostage and will not download. No error messages.

Try:

- Reset the iOS device. Nothing will be lost

Reset iOS device: Hold down the On/Off button and the Home button at the same time for at

least ten seconds, until the Apple logo appears.

- Go to Settings>iTunes and App Store and sign out and sign back in

.- Reset network settings: Settings>General>Reset>Reset Network Settings. Yo will have to rejoin all wifi networks and re-pair bluetooth devices

- Reset all settings

Go to Settings > General > Reset and tap Reset All Settings.

All your preferences and settings are reset. Information (such as contacts and calendars) and media (such as songs and videos) aren’t affected.

- Restore from backup. See:

iOS: Back up and restore your iOS device with iCloud or iTunes

- Restore to factory settings/new iOS device.
