Under Menu, there is no Special Characters choice, only "Emoji & Symbols". This has loads of stuff, but no fractions. Where can I find the 1/2 fraction? It is also not present under the "See Special Character Viewer" option. Help!

It should be there, you are looking for a 'fraction'. Type 'Fraction' into the search field of that window & it should appear…
If you want to see them all easier, customise the list using the 'gear' button on the left of that window. It has a checkbox for 'all digits' that will show fractions under the 'Digits - All' section of the sidebar.

I guess I didn't find it intuitive enough to spell out the word 'fraction' in Special Characters.
Why aren't fractions put with emojis? They have just about everything else there!

Fractions are part of the standard Unicode set (if my memory serves me correctly). That means many older devices and other OS's can support fractions by following standards, but these devices may not support emoji's. Duplicating the same characters in emoji would make it difficult to reliably exchange documents with them.
I think part of the aim of emoji is to do things that are not possible in existing fonts.

Emoji are too, since 2010. Any device which has the right font installed can display them.
You can find it in the Character Viewer by typing 'half' in the search box:
