I have tried to purchase the applecare for my apple watch which arrived today but am unable to do so online do I have to visit the apple store to do this
Call the Apple Online store and try to buy it through that means.
I could be wrong, but I thought that unless you buy AppleCare+ at the time of purchase of the product, it must be done in-person so they can evaluate the product and determine that it isn't already damaged.
That was my thought but I've been told by some people that they called and were able to purchase it. I know for a fact you can do so with an iPhone, they ask permission to connect and test it, wasn't aware you could do it with the Watch. If the OP calls the Apple Online Store they will be able to tell us.

So it looks like you can call to order it, you were right.
I was able to purchase Apple care over the phone. Go to Genius bar and have them call you. You will need the serial number to the watch.

If they don't let you get applecare+ just return it and buy another one with applecare+ if you really want it.
Sam called AppleCare last night, all she needed was the serial number of the Watch, her email address and a credit card number. They told her last night she would receive her confirmation letter sometime in the next 48 hours but she was covered. She received the confirmation this afternoon.
No need to follow your idea and he wasn't asking anyway so I think you may have meant to respond to someone else. If someone returned their iPhone right now for a refund they would go to the end of the line for getting a new one.
