Pages 5.5 does not export to ePub table of contents

Pages 5.5 does not export to ePub the table of contents, created according to Apple's instructions, and working in the created Pages document perfectly. In fact, Apple's own downloaded sample page, "ePub Best Practices" created by Apple, itself and suggested as a useable template, doesn't carry over the table of contents when exported to ePub. Why then does Apple offer the ePub feature, if it does not work as described?

I'm a writer and self-publisher, and if Pages is not designed and supported by Apple as a reliable ePub book publishing application, they should say so.
