I would think the refurb would come with the cable and charger, but only Walmart can tell you that for sure.
Here's the pre-installed apps on my iPad 4, the mini should be the same. i doubt refurbished from Walmart is a Apple refurfurbished. You can only get a Apple refurbished from the Apple on-line store. Instead of a refurbished mini 3 may I recommend buying a brand new mini 2 at the Apple Store. The mini 2 and 3 are identical except for the touch ID and $100 in savings. Also I believe you can still get the Pages, Numbers, and Keynote apps for free if you buy new.
You're welcome. At the risk of sounding like a used car salesman both the mini 2 and 3 are based on the iPad Air (1). I'd consider going for the full size iPad.
