Not surprising since your photos are not in the iPhotos folder. They are in your Users/Documents/Pictures folder as the iPhoto Library file, which is actually a folder.
Deleting the iPhoto library will free very little space as it and Photos share the same originals using Hard Links - see Photos saves disk space by sharing images with your iPhoto or Aperture libraries - Apple Support

I have deleted them from pictures as well. i can't locate any duplicates anywhere and the hard drive shows 120gb of "other" which was photos but changed after i deleted the folder iPhoto.
10gb available. the usage showed 120gb of photos so i deleted the old iPhoto folder and emptied the trash but the usage remained but changed from photos to "other"

try rebooting your Mac - the display you are looking at is not a great way to find space - there is a program called Grand Perspective that can be very helpful
