my I phone had water damage but 1 local provider fixed but now I am not able to connected to data
there is any possibility to fix this issue

If you had it fixed by an unauthorized "local" provider you have voided all help form Apple. Take it back to whomever "fixed" it. Apple will never touch that phone.
My iphone 6 is water damaged as well.everything except touch screen is working .Can i fix this myself please advice.
You cannot fix water damage. An iPhone is not meant to serviced by the user. Take to an Apple Store for an out of warranty replacement. If your touch screen is not working, how did you determine that everything else was working? You can't access anything without the touch screen working.

I could see the call coming .siri asking for the pass code ..etc...
That is why the iPhone is NOT User serviceable
