My friend took out her ipad to check the time and a quarter of her screen was white so I told her to hold the home button and the lock button to reset it it didn't work. black lines started scanning it, it looks like a glitch! we did that like six times! Then we tried we took the case off to see if it was loose but it wasn't , so we let it do its thing and it started scanning black lines going up apps turning upside down my friend can still access her ipad but the white thing is in the way! we are calling apple support after school I hope she can fix it!!!!!

I'm sorry to say I don't think it's user fixable. It sounds like the digitizer isn't working, perhaps it was jarred or knocked accidentally.

Did you mean that you took it apart? If you did then your only option will likely be to pay for an out of warranty replacement. If the malfunction was a manufacturer's defect, as soon as you took the iPad part you voided the warranty.

Call the local apple store and make an appointment to take it in and see what they say.
