my ipad was stolen of me and i want to know if apple would send me email that someone is trying to log in their apple account on my locked ipad?
would apple email me the person's email saying that they tried unlocking my ipad?

Sorry, but Apple can't help you with that, you'll have to inform your local law enforcement agency about that and see what they can do.

Yes.
If find my iPhone was disabled on the device, then someone has your AppleID password, as they would have to enter that to turn off find my iPhone. Change your AppleID password a.s.a.p.
