Unable to log in to itunes and app store on ios 8.3

After trying to fix touch id issues on app store by signing out of itunes and app store, i found myself unable to sign back in. I've already done a couple of soft resets but to no avail. It keeps on asking for my apple id and password. And the button for touch id to be used for app store purchases would toggle back to off. Already to my wits end! Help!

MacBook Air, OS X Mountain Lion (10.8.2)
