Activation Lock Tool Says "off." Apple says FMI "on."

I bought an iPhone 6 Plus from someone on craigslist about 3 weeks ago. We met up, he wiped the phone in front of me (erase all content and settings) and I put my SIM card in the phone and ran thru activation. I got to the home screen so obviously no activation lock on it. I was using it as a business line so I didn't add my Apple ID to it (yet) before it randomly just shut down and wouldn't come back on. No worries, its under warranty. I took it to an Apple Store and they told me they can't service it because Find My iPhone is enabled? I look at my account and its not on there. I get home from the store and I check using the activation lock tool (https://www.icloud.com/activationlock/) and it says "off."


Run it a couple more times and it always comes back as "off" meaning its not activation locked and doesn't have an Apple ID on it. I then thought maybe the Genius I saw made a mistake so I tried to set up the mail in repair online and got a message saying I couldn't because Find My iPhone was enable. Except its not and Apple's own tool for checking these things says that its not. So what gives?


How can it possibly be telling me FMI is off on the Apple check tool but the AppleCare site and in-store Genius both telling me its on?
