I was going trough the web and clicked on a page and I got this message... The page has been blocked for your security but you have a penalty for about 60 dollars. Who should I pay to if true. Is it a virus? What do I have to do? I would appreciate your help.

It's probably a scam. Don't give out ANY information.
If you're on a computer, choose Force Quit from the Apple menu, close Safari, and then launch it with the Shift key held down. If that doesn't work, temporarily disconnect the computer from the Internet and/or click here and run Adware Medic; you may need to download it from a different web browser.
If you're on an iOS device, click here and follow the instructions in the first paragraph of the last section.

I turned off the iPad and It is working normally however is there any way to know if it is infected without running adware medic? or is it mandatory?
Adware Medic won't run on an iOS device; a non-jailbroken iPad won't have malware on it. Unless that popup appears again, you don't need to do anything else.

It's not infected. The message is a complete scam. Ignore it and don't visit that site again.
