When I tried to import pics (from Google Drive where it is free to store them), it said that I do not have sufficient disk space to import.

I am paying monthly for iCloud storage, and cannot use it...

Sorry, but nope. iCloud Photo Library will synchronize with your devices, including your Macs and iOS devices. Photos uploaded to the Library from either of these devices will be synchronized between/downloaded to all other devices. Also, photos deleted on either devices will be deleted from all other devices as well.

ICLOUD only Synchronizes the designated System Library -- and You can change the system library - and from what I read ICLOUD will load those pictures but not delete the ones its has    Also, check for ability to keep the complete picture in ICLOUD while having a smaller footprint on your device.

DWRUPP -- Cloud providers offer different services - if your drive is full consider adding a drive for storage -- and a second external drive for Time Machine backups.

Even if possible, it would be a very bad idea to do this.

You never want to store your data in any one location. Remember, the cloud is simply your stuff on someone else's hard drive.  It it can fail or be hacked.

Get an external HD, formatted OS X Extended (journaled), copy your library to it and operate it from there.
