Hi Ian Thank you. Regarding blocking : I want to make some cells to be blocked from accepting data , just to leave them empty. Any help will be appreciated.

In Numbers, you can lock a whole table, but you can't lock some cells within a table.
The usual advice is to have an input table (unlocked) and a results table (locked) containing your formulas.

Here is another take on your question
I want to make some cells to be blocked from accepting data , just to leave them empty.
You can make cells appear to be blank.
A formula can insert "" (NULL, blank) into a cell if conditions are met.
You can change the colour of the cell contents to match the cell fill. It will appear to be empty.

Thank you. I'm filling cells according to monthly payments. I need to follow payments and in some months I don't need to pay. So disable these monthly cells will help.

Numbers has no way to disable (lock) certain cells in a table.
You can highlight cells that do not require an entry.
Please post a screen shot of a small part of your table (remove, make up or hide personal information first).

You can't block (lock) cells within a table.
Do you want highlighting ("painting") to show which cells require an entry?
An automatic way to do that requires more information (how often you need to pay for an item).
The simple (manual) way would be to add cell fills (red for no, green for go) as an alert.
