I am not sure what you mean 😕.

Can I "paint " cell / cells frame in color ?

Yes. Select the cells you want to paint.

Format Panel > Cell > Fill or Border.

Here is another take on your question

I want to make some cells to be blocked from accepting data , just to leave them empty.

You can make cells appear to be blank.

A formula can insert "" (NULL, blank) into a cell if conditions are met.

You can change the colour of the cell contents to match the cell fill. It will appear to be empty.

You can't block (lock) cells within a table.

Do you want highlighting ("painting") to show which cells require an entry?

An automatic way to do that requires more information (how often you need to pay for an item).

The simple (manual) way would be to add cell fills (red for no, green for go) as an alert.
