How to fix a problem " no service " in a iPhone 4 , note: I got it as a gift from my uncle who lives in America

Device is probably locked to a provider in the US, so the SIM you are trying to use will not work. Have you attempted to Activate the device? What happens when you do? You cannot just plug in a SIM and turn the iPhone on.
Thank you so much for your prompt reply, I have not attempted to activate it because I don't know how to do it, I would appreciate you if you tell me how to do i.

sorry to make you busy with me, I misunderstood you when you mentioned activate the device I thought something else, for sure it is working but when I insert the SIM card inside it does not accept it and shows NO SERVICE
Take a look at this support document regarding no SIM issues. If you see 'No SIM' alert on iPhone - Apple Support Also, please explain what you mean when you say "it does not accept it" in regards to the SIM.
The alternative is to contact the cellular carrier you got the SIM from to ensure it is provisioned correctly.
As I mentioned before I got this device from my uncle and this device had not any problem when he was using it at USA but when I tried to use it at Iraq this problem appeared. Also, SIM is working in other device but not working with this device. it might be locked as you mentione, if it is, what should I do to fix this issue
If it is locked you will have to contact the carrier and request that they unlock it for international use. I believe all carriers are required to do this although your particular phone may not support it. Who was your uncles carrier in the U.S.?
As I mentioned earlier, it could be locked. you would have to contact the cellular provider your uncle was using in the US and see if they provide unlocking services and if you qualify for an unlock. If you do, follow their directions. However, if you do not, then you will not be able to use the device.
