Q: safari hijacked?

On my ipad 3 I got a notice pop up that Time Warner gave me a free trip (hah!) and I was supposed to click on a link, com-00-usa5.com.  I wouldn't but now I can't use Safari - it won't go away without my clicking on it and I refuse.  I googled that address and apparently it is a url used by scammers.  I tried rebooting but it is still there.  How do I get rid of it without clicking on it?  Many thanks for any help.
