Can schools pay individually for each app or purchase one App and sync all ipads with that App

Can schools purchase a single App and then sync other iPads to use that App, or do they have to buy individual Apps for each iPad unless then use the VVP route?

Judging by how I read -> Apple Configurator: Using Volume Purchase Program (VPP) Redemption Codes - Apple Support - in particular ¶ #1 - VPP is the only means of deploying paid Apps that have a redemption code spreadsheet table.
