How can I setup a Mac mini with new OS?

Replaced the 2 harddrives (had a lot of bad blocks) with new SSD disks.

Now want to install OS. Connecting USB CD drive with OSX 10.3 CD, but Mac doesn't start from CD - even if I press C on Keyboard...

Mac mini, null

-Mac Mini Model No: A1347

-External Drive: Apple SuperDrive USB Device

-Powered via USB (The CD is spinning up - you can hear it)

-CD: I tried several, one is "Mac OS X Server Version 10.3 Install disk 1"

What model Mac Mini?

What model external drive?

How is it powered? One powered by the UBS bus likely will not work.

Do you have a CD or DVD? I do not remember when Apple switched from CD install disks to DVD. If CD you will have more than one.

What specific disk are you using? What is printed on the disk?

Only Macs with Intel processors can boot from USB

What specific model A1347? All Mac Minis from 201 onward are that model.

Does it have a built-in optical drive?

The earliest A1347, the 2010 one will not work with OSX version 10.6.3 or later. Also, if it is gray disk those will only work with the model Mac they were shipped with.

If yours is a 2011 (no optical drive) then you can boot to internet Recovery

OS X: About OS X Recovery

The 2010 (came with optical drive) can only boot to Internet Recovery if the EFI was updated

Mac mini (Mid 2010) EFI Firmware Update 1.5
