I have pictures on my Apple phone (iOS 8.3) which have safely been imported into Apple Photos [version 1.0 (209.52.0), formally called iPhoto]. Can I delete the pictures off my phone without deleting them from Photos simultaneously or the next time I sync my phone? I don't want to lose any of them. Thanks!

Depends on information you do not give
If you are using iCloud Photo library then deleting anywhere deletes everywhere
If you are not then once the photos is in Photos it can be deleted any other place

On the Mac in Photos: Photos > Preferences > iCloud > iCloud Photo Library
On the iPhone: Settings > Photos & Camera > iCloud Photo Library
With those turned on, all photos are automatically on both the Mac and the iPhone as well as at iCloud.com and if you delete from anywhere they are deleted from everywhere.
