I have two 16GB flash drives. I have 23GB of pictures in my iPhoto Library. I need a way to put my library in two separate files but still transfer all of my pictures.

I have, but i want a form of backup that will be relevant in 10 years. Its already hard to find computers that have CD compartments.
Why not simply put the photos on an external HD and store them there. If you are using TM and use a recent version of OS X, the photos will be saved on the hard disk and also be backed up by Time Machine. No reason not to, EHDs are extremely inexpensive!
I already spent money on the flash drives. I don't want to buy anything else. All I need is a way to divide my photo library in half and in a way that i can put it on the separate drives.

Do you want to store the library itself or just the photos? If the latter select about 2/3s of your photos in the library and export File ➙ Export ➙ File Export menu option with Kind = Original and Subfolder Format = Event Name. That will give you a folder for each event in the library. Save to a folder on the Desktop and drag that folder onto the flash drive.
So the same for the remaining photos and put that folder on the other flash drive.
