How come my Line isn't completed?

After completing all the information to create a line on the iAd Targeting area, it won't let me add an Ad to it because it says my line is not completed. What could've gone wrong? I've completed all of the fields except "Assign your line to Ads" because every time I click on that one, nothing shows up. Anyone have any suggestions as to what went wrong?
