IVe lost countless iphones! Why cant they be traced when the battery dies, find my iphone app doesnt even give a last known location anymore?

iPhone 6, iOS 8.2

Find My Phone needs to have the device under power and it have and Internet of Wi-Fi connection to be located.

Previous locations are not stored.
