Facetime on iPad mini

I have an iPhone and iPad mini. I received the iPad mini (1) in December and at that time all facetime calls came in on the ipad not the iPhone. In the last couple of months all facetime calls are coming in on my iPhone only, and my ipad does not even ring. How do I get all facetime calls to come in on my ipad? My ipad is Wifi only?
