iPad GPS Priority-Delegation

I have a client that has a GPS scenario I haven't been able to get a clear answer on a I don't have a cellular ipad available at the moment. What the client is doing is tethering their 3G + wifi iPad to a phone (not an iphone). The question is what will the device use for determining the location, will it attempt to use wifi which I assume will give an inaccurate location or will it use the GPS (even if the cellular is disabled). The area in which the device is used has limited reception so the wifi may drop. Ultimately I'm hoping that on a cellular capable device the GPS always trumps. The iPad is the latest edition.
