Is there any way to arrange the app icons on an iPhone 4 so that they're only around the edges of the screen (or any other configuration, for that matter)? If there is, how would I go about doing this? Am wanting to make certain apps accessible to little fingers...

Tap hold on any icon until they start to wiggle. You can now drag them around the screen, or even to another screen. If you drag one icon on top of another, you'll create a folder.
You can't, however, create blank spaces in the icon grid. The workaround is to go to a blank website and save it to home screen.

Thanks Rysz - I knew about rearranging the icons and putting them into different folders...I really wanted to create blank spaces. My old phone is used mostly by my toddler, and I thought it would be nice to make her apps easier for her to access by putting them around the edges and keeping everything else clear.

IF you want to go a step further, you could also select an all-white wallpaper background. Then these white icons will "disappear" almost completely.
