The iMac G4 unfortunately will only use the original Mac OS 9 installer that shipped with it.  If your system folder came from another Mac model, it won't work with it. The 700 Mhz and 800 Mhz with Superdrive models I believe may have used the same installer discs, but short of that, no Mac OS 9 folder will work with it.

That said, if you have the right system folder, sometimes it is a matter of replacing the PRAM battery inside the computer, and sometimes it is a matter of blessing the folder.   Booting off a Mac OS 9 installer disc that shipped with it, or external Firewire hard drive with Mac OS 9, drag and drop the Finder and System files out of then back into the System Folder until the icon of the system folder has an old original Mac icon on it.   That indicates it has been blessed.   Reboot holding the Option key.    Then Apple menu -> Control Panels -> Startup Disk should indicate if the blessing was successful.
