I have completed the book and wish to remove 1 page from a section containing 2 pages. When I try I am only offered the removal of the section with no other option other than CUT.

I think you are trying to remove the first page of the section. You can't do that, I believe. You'll have to remove the content of the first page manually, the the content that's on the second page will now become the content on the first page.
