foreign language subtitles and English closed captioning

IS there way to have both foreign language subtitles and englished closed captioning work at same time when watching a movie with mixed languages?

When watching a Netflix movie on either my Apple TV or my iPhone if I have the closed captioning enabled I can read what they say when speaking English, but when the actors start to talk in another language then there is no English subtitle translation.. If I turn off closed captioning then when they speak in the foreign language I see the translation but of course I lose the closed captioning ability when they speak in English. If there a way to have both work at the same time or is this beyond current technology at this time?
