Generally it could be an issue with 64-bit Windows. There is a link for a special download, but the instructions in this document will help you a great deal.
None of those tips helped my problem. I click "Download iTunes" and the page immediately goes to "thank you for downloading" but it never downloaded at all.
Check to see if you have a popup blocker on to prevent you from downloading files. Do you have Administrative privileges on the device? There were direct links for the downloads that did not require you to go through the iTunes download page that should have worked.
