Q: remove iPhoto Library

Yes, if you're sure that you won't use it again. Folks  recommend against it until your sure that you'll be using Photos going forward. Remember the new app doesn't have some key features from iPhoto.

I recommend you keep it around for a while along with iPhoto.

Best to keep it as removing it cuts off your option of going back

And deleting it will save very little space as Photos saves disk space by sharing images with your iPhoto or Aperture libraries - Apple Support
