My iPad 2 running iOS 8.3 is full, however I have 16.6gb of purchased iCloud storage available. How do I move stuff (mainly photos, some music) away from my iPad to my purchased iCloud storage?

For photos, use iCloud photo library and enable optimisation on the phone. For music, just delete the music, but in your music settings set it up to show all music.
