Clearing passcode in Profile Manager

Good day all,

I have around 250 iPads currently enrolled in our Profile Manager on OS X Server and growing. We have a few users who have forgotten their passcodes. But when I send the Clear Passcode to the device from Profile Manager it just stays in the Active Tasks List and never does anything. The iPad says "requires your passcode when iPad restarts". It will not clear the passcode or connect to the Wireless Network. I have had the user try to restart the iPad to see if that helped but it didn't have any change.

Has anyone ran into this before and have a way to get around this?

iPad Mini, OS X Mavericks (10.9.5), Server 3.2.2.
