Continual Apple loading screen using iOS 8.3

Snice updating my iPad 2 to iOS8.3, the Apple loading screen continually reappears upon initial access to device, and between apps or safari searches. Response time is now very slow due to this screen co tinting to appear. Happens with Wifi or cellular access.

this is the same screen that appears during the iOS upgrade process.
