will my online outlook work with the cloud?
I do not have a desk top Microsoft Office. Will syncing my calendar and contacts still work with the cloud?

It sounds like you don't have MS Office and want to sync contacts and calendars to iCloud from your PC. According to this setup page, it looks like iCloud Control panel requires MS Outlook to perform this:
